FORMER department secretary general John Loughrey told the tribunal yesterday he stood over the process that resulted in Esat Digifone getting the licence for the country’s second mobile telephone service.

“I was completely satisfied with the performance of the team,” he said of the civil servants who evaluated the bid and carried out the negotiations. The licence was issued in May 1996.

Concluding his eighth day giving evidence, Mr Loughrey said he believed the project team did a first-class job.
