FINES for a range of offences are likely to be set as a proportion of a person’s income under legislation to be unveiled next year.

The changes are part of a wide-ranging Government review of fines aimed at providing a fairer approach to punishment.

Other options being considered as part of an overhaul of the prison system include payment of fines by instalment or community service, according to Government sources.
