THE Director of Public Prosecutions (DPP) is to publish proposals on ways of amending the controversial policy that prevents crime victims from being told why their case is not being prosecuted.

James Hamilton will present the proposals early next year in the form of a discussion document, which will also set out the arguments for maintaining the existing practice of refusing explanations.

The document will be the result of a year-long investigation by the DPP’s office of the policies adopted by chief prosecutors in other parts of the world in similar circumstances, and of the legal implications that arise in each of those jurisdictions.
