DISABLED people may have to wait a full decade before many public buildings become fully accessible to them.

Under the Disability Act 2005, which has just come into effect, Government departments and public bodies have until 2015 to ensure proper access to their properties for people with disabilities.

In addition, the act states that public bodies have to ensure disabled access only “as far as is practicable”.
