THE Government was secretly cutting back the budgets of its departments months before the general election, it has been revealed.

Internal documents show departments were ordered to cut their budgets by 32m euro to allow for a series of election time announcements.

They include an expansion of the primary schools building programme, which was a key weapon used by Fianna Fáil during the election campaign.
