Secret plans and last-ditch talks try to save EU draft

SECRET plans and last -minute deals are all being held out as the solution to agreeing Europe’s first constitution this weekend.

EU leaders were gathering in Brussels last night promising there would be no repeat of the undignified horse-trading of their last treaty in Nice.

But while they say they are determined to behave like statesmen this time, some are doing little to hide the deep and dangerous divisions that threaten any agreement.
