COMIC Dylan Moran and British Prime Minister Tony Blair’s former spin doctor Alistair Campbell are set to be the star attractions at this year’s Cathedral Quarter Arts Festival in Belfast.

Former miners' union leader Arthur Scargill, folk group Four Men and a Dog and a play by Lord of the Rings screenwriter Stephen Papps will also be among the highlights of the fifth festival.

Dylan Moran, who stars in the hit Channel Four series Black Books, will head an impressive comedy line-up.
