South Africa's ruling party the African National Congress (ANC) has lost the metropolitan area which includes the capital in its biggest election setback since it took power 22 years ago.

The state agency responsible for names of towns and cities approved plans today to rename the capital Pretoria as Tshwane, dismissing criticism by mainly white South Africans that it would undermine their cultural traditions.
