Three people were killed when a gunman fired shots through the wall of a municipal building in a town in north-eastern Pennsylvania during a meeting and then barged into the room, a witness said.

More than 100,000 residents have been ordered to move away from a flood-swollen river in Pennsylvania as the remnants of Tropical Storm Lee dumped more rain across the US north east.

Up to 200,000 people in the Wilkes-Barre area of Pennsylvania were ordered to evacuate their homes because of rising water on the Susquehanna River, swelled by a record-breaking deluge that has killed at least 12 people across the US North-East.
