DEMOCRATIC presidential hopeful John Kerry yesterday accused President Bush of committing "one of the greatest blunders" of his administration in failing to secure hundreds of tons of explosives that have been stolen in Iraq.

Several hundred tons of conventional explosives are missing from a former Iraqi military facility that once played a key role in Saddam Hussein’s efforts to build a nuclear bomb, the UN nuclear watchdog confirmed today.
