John Kerry appeared to be preparing to concede election victory to President George Bush this afternoon.

The FBI believes an anthrax-laced letter to US Senator Patrick Leahy, belatedly found last week, was written by the same person who sent a tainted letter to Senator Tom Daschle last month.

More than 20 people have tested positive for anthrax at Senator Tom Daschle's office in Washington.
