A defiant Muammar Gaddafi has promised victory over the international coalition amid continued wrangling about who will take command of enforcing the no-fly zone.

Saudi Arabian Oil Minister Ali Naimi has said that he backs an increase in OPEC’s production ceiling but questioned whether demand justified adding actual oil to the market.

OPEC, producer of a third of the world’s oil, agreed to maintain its production limits and meet again to consider cutbacks to prevent a drop in prices, the group’s secretary-general said.
