DISSOLVING parliament could be the only way to rescue MPs’ reputation amid growing public fury over the Westminster expenses gravy train, Gordon Brown was warned yesterday.

Michael Howard’s leadership bid will be put to a vote of the Tory membership in England even if he remains the only candidate, the party confirmed today.
