The Irish and British Governments have announced that a Canadian judge has been appointed to investigate whether independent inquiries should be established into six controversial killings in the North.

The British Government was today poised to put into operation a series of measures to bolster the Northern Ireland peace process in the event of an IRA act of decommissioning.
