Police in Vietnam blamed human error today for the sinking of a tour boat that killed a dozen sleeping passengers.

Vietnam reported another human bird flu case today, while tour operators were ordered to keep foreigners away from areas infected by the disease.

Vietnam is expected to release more than 10,000 prisoners under a presidential amnesty to mark the country’s Independence Day, an official said today.
