A New York State man accused of plotting to kill members of the US military and others faces new charges that he tried to aid the Islamic State group in Syria and Iraq.

Iraq’s prime minister has named an Iraqi general who was taken prisoner of war by US troops during the 1991 Gulf War as the commander of a new security plan that aims to restore stability in Baghdad, military officers said tonight.

A series of violent attacks across Iraq left more than a dozen people dead, including three US soldiers, authorities said today. The killings came despite assurances from U.S. officials that progress was being made to improve security in the capital.
