THE Security Council is unlikely to approve a resolution sending more troops to Iraq unless the US shares decision-making and responsibility, UN Secretary-General Kofi Annan warned yesterday.

Iraqi agents working as security guards at the UN headquarters in Baghdad may have helped the bombers who killed 23 people earlier this week, a US official said today.
