Europe's top competition watchdog is investigating a deal between mobile carrier O2's parent company and a Portuguese rival.

The financial crisis engulfing Portugal showed no signs of abating as its borrowing costs surged again, even though it lowered its budget deficit to the targeted 7.3% of gross domestic product last year.
