Steven Shingler is tied to Wales and ineligible to play Test rugby for Scotland, the International Rugby Board’s council ruled in a unanimous decision.

The International Rugby Board (IRB) have told the Scottish Rugby Union and Welsh Rugby Union that their regulations indicate Steven Shingler “is tied to Wales and ineligible to play for any other union”.
