The HSE received more than 23,000 formal complaints about the health service in 2016. The main issues raised included access, dignity and respect, safe and effective care, communication, and clinical judgement.

The country is to be divided into 90 "primary care networks" of 50,000 people each in a move which, the HSE believes, will see the public receive more integrated healthcare in the community.
