POLICE appeared to follow procedure when attempting to subdue a black man who later died, Cincinnati police chief Thomas Streicher said yesterday.

A black man died after being struck repeatedly by Cincinnati police wielding metal nightsticks, and the city’s mayor said today a videotape showed that the officers were defending themselves.
