At least 60,000 people will be unable to receive their social welfare for the second week running today as the Ulster Bank fiasco enters its tenth day.

It is understood that Ulster Bank's parent group, RBS, is considering legal action against their software provider - over the technical glitch which has left thousands of customers without access to cash.
