The Dáil's spending watchdog has expressed "grave concern" after it emerged that just one-in-10 people ordered to surrender their driver licence actually did so before the Courts.

The change will largely mirror existing licensing requirements for taxis and will only affect non-motorised rickshaws.

Revenue should be given the responsibility of collecting the TV licence, an Oireachtas committee has recommended.
