The CEO of the Road Safety Authority has described the number of learner drivers who have never sat their test as "shocking".

Almost 37,000 people are on their fifth, or higher, provisional licence, according to online insurance brokers Insuremycars.ie.

Almost 3,200 learner drivers were caught driving without being accompanied by a qualified driver last year.
