Germany has joined Luxembourg as the biggest offender in the EU for helping companies launder their money and avoid paying tax, according to a new report.

Tax arrangements between countries and cross-border companies will be communicated to all EU states under revised rules in a follow up to the LuxLeaks scandal, in which Luxembourg was found to have struck tax deals with individual companies.
