FIFA has been accused of overseeing a “new failure” after Michael Garcia, the man in charge of investigating the World Cup, quit his post.

FIFA ethics investigator Michael Garcia has lost his appeal against the findings which cleared Qatar and Russia to host the 2022 and 2018 World Cups.

Qatar are expected to escape any censure that would threaten the Middle Eastern state hosting the 2022 tournament.
