Hip-hop mogul JAY-Z's New Year's Eve plans have been thrown into disarray after his new Las Vegas club reportedly failed to pass a health and safety inspection.

The '99 Problems' rapper was due to ring in the New Year at the latest branch of his exclusive 40/40 club, but the Sin City venue's opening now looks set to be delayed after the unexpected setback.

A source tells celebrity blogger Perez Hilton: "Unless Jay-Z and his team miraculously come up with certain licenses and certificates by Sunday, then they won't be able to go on with their New Year's Eve party plans."
