The proposed measures relate to changes to nutrient excretion rates for young bovines; the impact of reducing crude protein in concentrates fed to dairy cows; maximum chemical nitrogen allowances for grassland; and the timeframe for reporting livestock manure movements.

The outcome of the interim review of the Nitrates Action Programme will "result in additional asks" on farmers, the Irish Farmers' Association has warned.

Agriculture Minister Charlie McConalogue has announced his intention to bring forward changes to the nitrates rules.
