No details were announced in the budget on proposed changes to the means test for third-level grants.

But the student contribution at third level will rise by €250, to €2,500 in 2013, and by €250 in 2014 and 2015, to a maximum of €3,000.

There has been a 3% reduction in the income threshold for entitlement to grants.
