SOME farmers may intentionally supply over-quota milk, and expansion-minded farmers will continue to operate close to the edge in coming years, according to Teagasc.

At the start of August, Irish milk deliveries were on course to be 3.76% over the national quota.

But measures to rein in the over-production in order to avoid superlevy fines will be limited by some farmers’ plans to over-produce, and the reluctance of expanding farmers to scale down.
