More CAP proposals being drafted by European Commission

DAIRY farmers could see 30% of their annual single farm payment made dependent on compliance with a series of mandatory environmental measures from 2014, according to latest proposals for reform of the CAP.

Farmers in disadvantaged areas could see special measures to support their incomes, and governments may be given greater flexibility to create schemes to support particular types of dairy farming.

Obligatory agri-environment measures and regional sub-programmes targeted at smallholders or young farmers could feature in future rural development policy, according to leaks of European Commission draft proposals.
