Planning permission for all Natura area development

AGRICULTURE Minister Brendan Smith has confirmed that the Planning and Development Act 2000 requires planning permission for all development in a Natura area — and construction and erection of fencing is not specifically listed as exempt development.

Farmers have asked the minister to remove the requirement for planning permission for sheep fencing, warning that planning expenses eat into fencing grant aid, and will delay grant aided fencing projects.

In the Sheep Fencing/Mobile Handling Equipment Scheme, an application for grant-aid for the construction and erection of sheep fencing in certain areas, including a Natura 2000 habitat, must be accompanied by planning permission. Natura areas in Ireland cover 9,344 square kilometres of land and 2,300 square kilometres of marine areas.
