YOUNG tractor drivers, non-roadworthy tractors, and use of tractors for commercial haulage are likely to be targeted as the Road Safety Authority kicks off the process of changing outdated agricultural vehicle laws.

The RSA says it is primarily concerned with safety, but also wants to ensure special exemptions for farmers are not abused by those using agricultural vehicles for non-agricultural use. These operators can also avoid regulations on vehicle suitability, operator licensing and driver regulations and licensing, according to the Authority.

On safety, the RSA is concerned that a 16-year-old can drive an agricultural vehicle and a trailer with no training. Solutions to this and other anomalies are put forward in an RSE consultation paper, which aims to stimulate debate and inform the final policy which will be recommended by the RSA to the Minister for Transport.
