EC moves closer to CAP decision

Agriculture Minister Joe Walsh has confirmed that a majority of EU farm ministers are opposed to full decoupling of direct payments from production.

Partial decoupling is gathering increasing support , but as yet there is no consensus or a common understanding of what model of partial decoupling might be acceptable, he said.
