IF there is a silver lining in every cloud, the revised planning guidelines for once-off houses in rural areas must be just that – a sweetener to compensate for the spate of development charges which have been imposed by planning authorities over the past month.

Minister Martin Cullen deserves the bonus points he has been receiving since his announcement of the new planning guidelines on Thursday.

Most of what he had to say to the anti-one-off-housing lobby was commonsense.
