Valve now offers refunds for all Steam games
Whether you’ve loaded it up only to find that your PC isn’t good enough to play it, or you simply don’t like the game, you’ll be able to get a refund.
There are some conditions, of course. You will have to request a refund within 14 days of purchase, and you must have played it for less than two hours. You can still apply for a refund if your purchase doesn’t meet these conditions, and Valve will “take a look.”
You can also seek refunds for DLC as long as it hasn’t been "consumed, modified, or transferred." Third-party DLC that "irreversibly levels up a game character" won't be eligible for refunds.
Meanwhile, pre-ordered games can be refunded at any time before release.
It might sound like a great way to try before you buy, but you should be warned that Valve says it reserves the right to stop giving refunds to users it thinks are taking advantage of the system.
"Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games," Valve says. "If it appears to us that you are abusing refunds, we may stop offering them to you."
To request a refund, you’ll have to go through Steam Support.
