The HSE West has said healthcare facilities "must operate within the allocated budget for the year".
The statement comes at the same time as a protest rally against cuts in services at Galway's public hospitals and health services.
Concerns are mounting about the future of a number of speciality services given a massive HSE West budget deficit.
The HSE has said it does not intend to close any hospital in the west.
But Labour Party Galway City Councillor Derek Nolan says any cuts in services "puts patients lives at risk".
