Vote for emigrants

AS a holder of dual citizenship – Irish and American – I believe its time Irish lawmakers gave the vote to Irish citizens who live overseas?
We have just seen citizens of Iraq living in neighbouring countries and overseas voting in their country’s recent election.
Why can’t Irish citizens living outside the country do likewise?
