Iran is refusing to send its uranium abroad so it can be processed for use in a nuclear reactor.
The UN atomic watchdog had made the suggestion as a compromise in a long-running dispute about the country's nuclear ambitions.
Tehran claims it only wants to enrich uranium for an atomic power plant, but some world leaders suspect Iran wants to develop a nuclear weapon.
