Work commitments mean Stephen Molumphy won’t be available to Waterford’s hurlers this year.
Manager Michael Ryan has confirmed the former Déise captain has stepped away for the season because of army duties.
While Philip O’Mahony and David O’Sullivan are also out of the country and haven’t been included.
Shane O’Sullivan returns to the panel having left to travel in the US last summer although there is no place for defender Aidan Kearney.
"We looked at a lot of club games over the last couple of months," Ryan told Beat 102-103.
"These are the fellas that have impressed. Some of them have proven track records for Waterford at under-age level and we’ve added them to the panel. We’ve a few unavailable. Stephen Molumphy is away with the army for the year and David O’Sullivan is away working. Philip Mahony is gone away.
"We had a good look at it, we looked at all the options and decided to press ahead.’’
Tony Browne, who turns 40 in July, and John Mullane have been included in the 35-man training panel. In all, the squad includes 12 new faces such as promising De La Salle player Jake Dillon.
