Dempsey passes the buck on speed limits

TRANSPORT Minister Noel Dempsey pleaded helplessness during last month’s harsh weather. He now worms his way out of the 30km/h morass by leaving the matter to county councils.

As such an attitude would get him sacked in McDonald’s, how on earth is he a government minister?
