Drivers too young

IF young drivers are more accident- prone, why do we insist on retaining one of the lowest legal driving ages in Europe?

Most European countries only issue driving licences to over-18s. We – in company with Britain, Iceland and Poland – continue to hand out licences to 17-year olds.
