Planning granted for scheme of 121 homes

Permission for a scheme of more than 100 new homes in Portmarnock, north Co Dublin, has been granted.

The withdrawal of a third-party appeal on the case came almost exactly a year after plans were first lodged with Fingal County Council.

Circleside Ltd had received permission in January in relation to the proposal for the six-acre site at Station Road, situated between The Kilns and The Links. It was planned to knock an existing house on the site, where 65 houses and 56 apartments in a four-storey building were proposed to be constructed.

After significant amendments and clarifications were sought, the eventual permission given by the council was for 61 houses and 51 apartments. That approval now stands, after an appeal which had been made to An Bord Pleanála was withdrawn.

* A new student accommodation development near the growing new Dublin Institute of Technology campus at Grangegorman has been given planning permission.

LHC Properties Ltd was cleared by Dublin City Council last January for the works to provide 125 bed spaces, mostly single bed en-suite units, over seven storeys. This was a reduction from the 132 units in the application made a year ago this week.

The development is proposed for a site to be cleared of existing buildings at Grangegorman Road Lower. A third-party appeal delayed a final decision, but An Bord Planála has now given the go-ahead with conditions different from those applied by the council earlier this year.

* A plan to build 50 new homes west of Cork city has been proposed in a submission for permission submitted earlier this month.

Gerry Byrne applied to Cork County Council to knock an existing house on the site at the Ballincollig end of Model Farm Road. The application is for the construction of 38 three-storey and 12 two-storey houses.

The same applicant has also applied separately to build a single house on an adjoining smaller site, also fronting Model Farm Road.

* A former primary school could become an apartment development if a recent application to Cork County Council is successful.

The proposal by PSA Project Management is for the old Gaelscoil Uí Riordáin in Ballincollig, the school having moved to new accommodation. It is proposed to add a third storey to the existing two-floor building, and to refurbish the existing accommodation. The project would involve the provision of 19 apartments, increasing overall floor space from nearly 1,000 sq m to over 1,500 sq m.

* The relocation of a ladies dress hire outlet in Cork city centre appears to be on the cards, based on a recent application to the city council.

Cari’s Closet Ltd has lodged plans to make changes to the former Zerep shoe store at 124 St Patrick’s Street.

The chain opened in Cork early last year at Carey’s Lane and is now set to occupy the new location. In the application to Cork City Council, it is proposed to modify the frontage and the retail ground floor, but also to provide a separate street entrance to the upper floors.

The firm is also seeking change of use of the upper floors to storage facilities and offices.

* The previous refusal of permission for more than 70 houses and apartments in Firhouse in south Dublin has been upheld by An Bord Pleanála.

The scheme was proposed for a site of nearly six acres in the grounds of the Carmelite Convent off Firhouse Road, Dublin 24. Fitzwilliam Real Estate Construction wanted to build 22 houses, 42 apartments and eight duplex units on the greenfield site, but South Dublin County Council turned down the application last January.

The company’s appeal was unsuccessful, a planning inspector recommending refusal as it was felt it would be a substandard development.

* An Bord Pleanála has given the go-ahead for a boutique hotel in Ranelagh, Dublin.

A number of third parties had referred the case after Dublin City Council granted permission in January to the project for a three-storey hotel with 41 bedrooms, restaurants, and a bar. 

Having considered the files afresh, a planning inspector recommended refusal on grounds of over-development of the site and impact on local residential amenity. But the appeals board recently decided to grant permission subject to revised conditions.
