Kinsale convent scheme reduced to 96 residences

Plans submitted before Christmas have been approved by Cork County Council for a reduced-scale development at a former Kinsale convent.

Cumnor Construction’s application was to amend the permission for the work at the St Joseph’s Convent of Mercy, at Winter’s Hill, where a 2004 application had been granted for 158 units. With approval to build the 20, three-storey detached houses, seven two-storey townhouses and 20 apartments, the company’s latest application said the number of residential units permitted on the site would be 96.

The council had requested further information from the applicants in February, and, based on the responses, it has now approved the proposal.

The completion of a major commercial development outside Limerick City, at Singland, has been approved, despite earlier refusal by the local council.

An Bord Pleanála’s decision comes nine years after permission was first granted to Alocin Ltd for a commercial-and-leisure development on a 20-acre site, alongside the Parkway Retail Park. That scheme was for two anchor units, 50 shops, restaurants, a 10-screen cinema, food-court, family leisureplex and public library, with a five-year extension of duration granted in 2011 for this and some of the subsequent variations permitted by the city and county councils in the interim. Last year, Regional Retail Property Development and Trading Limited applied to Limerick City and County Council to demolish 6,500 square metres of a partially complete, decked car park, and to reconfigure the permitted internal layout, reducing the gross floor area from 73,000sq m to 64,000sq m.

The decision of the planning authority, that the development would seriously injure the viability of Limerick City centre and existing districts, was appealed by the applicants last September.

The board’s planning inspector deemed the application a variation on extant permissions, meaning that no examination was required of the overall principle of the mixed-use commercial/leisure development already permitted on the site. He recommended permission be granted and the appeals board has accepted that, with the approval subject to development being carried out by the same, August 2016 date, as per previous variations on the parent permission.

An Bord Pleanála has upheld a decision of Fingal County Council to grant permission for a scheme of apartments and duplex units at Balgriffin village.

The council had approved last September’s plans, from Shannon Homes (Dublin) Ltd, for 77 units in three blocks, ranging in height from three to six storeys, on land at Parkside Boulevard and Balgriffin Cottages. It is to be the third phase of a larger residential development on the site, at the administrative border with the Dublin City Council area to the south.

However, Fingal County Council had decided to require the smallest of three blocks and its 12 units to be omitted, a condition appealed in November by the applicants, who also had issues about the application raised in a third-party appeal to the board.

Although the planning inspector recommended in her report that a further 13 units be omitted, by removing one floor from each of the other two blocks, the board’s order, granting permission, instead retains the original condition of the council, meaning only the three-storey block is omitted.

Permission has been granted, again, for a proposal that more than half of a permitted east Cork housing scheme be replaced with a residential care centre.

Cork County Council has extended the duration on approval granted previously to Murnane & O’Shea, for the changes to the scheme, which were first applied for in 2005. That was for 38 new homes at Church Road, in Carrigtwohill, but, four years later, the company applied successfully to omit 22 units and to replace them with a three-storey, 72-bedroom centre.

The council has now agreed to allow permission be continued for that extension application, which had been lodged in mid-February.

The same applicant firm has had two nursing home developments, which were approved under 2009 applications, near Glanmire, extended also.

The proposals first lodged were for an 86-bedroom facility and another for a 74-bedroom development, both also with at least a dozen additional independent living units at Springmount, Ballincrossig. In February, extension of the duration of both those permissions was sought by Murnane & O’Shea, which had approval from Cork County Council earlier this month.

Carrigtowhill-based Fournier Laboratories Ltd has asked Cork County Council to approve changes and extension to their facilities at the IDA Industrial Estate at Anngrove: they seek approval to change a warehouse to production use for plant and technical use, as well as two single storey extensions to the front and rear of an existing warehouse, plus minor elevation changes.
