Karzai opens way for removal of foreign electoral observers

The Afghan President Hamid Karzai has legalised the removal of foreign observers from the country's electoral watchdog tasked with reviewing voting fraud.

The move could put Karzai in conflict with Western donors who have said they won't fund parliamentary elections without reform.

It follows a 2009 presidential election beset by massive fraud.
