Larger Garda Ombudsman unit opens in Cork to serve a number of areas outside of Dublin

The Garda Ombudsman body, GSOC, which currently has a small regional unit in Cork near the Mardyke, has opened a larger unit in the city, to serve a number of areas outside of its Dublin HQ.

GSOC has taken a long-term lease on some 5,000 sq ft of offices at the Atrium, Blackpool, in a suite vacated by a relocated business advisers and services firm, Roberts Nathan.

GSOC, an independent statutory body, was set up in 2007, is primarily staffed by the Civil Service and has been growing its reach from a 2017/’18 staff of c 90, “to provide efficient, fair and independent oversight of policing in Ireland.”

It has now taken up early occupation in floor four of The Atrium Building, Blackpool, and at 5,000 sq ft, there’s space for 30-50 employees

A request to GSOC for details on their arrival to a larger Cork office base, its staff levels/roles, and geographical reach was unanswered by yesterday: however, security sources indicate some staff are already in place, and will span work across a number of southern counties. GSOC is headquartered in Dublin’s Upper Abbey Street, and employs 10 investigators in regional offices in Cork and Longford.

It new Cork suburban offices at The Atrium were previously occupied by the 1997-founded Roberts Nathan, an audit, business advisor and service firm, with Dublin offices in Exchange Place.

Roberts Nathan relocated to the penthouse level at 5 Lapps Quay, opposite City Hall, in late 2018, saying that they’d created a new Financial Services & Wealth Planning business, and were taking on an additional 22 staff, in Cork and Dublin. Their Lapps Quay location “complements our choice of office location in Dublin, which is at the International Financial Services Centre.”

The letting of the firm’s former Blackpool offices, Cork, was done by estate agent David McCarthy of Lisney, Cork.

It’s understood that GSOC have signed up to a long lease in The Atrium building (developed by the Shipton Group/Love family), at a rent in the region of €15 per square foot, about half of the headline rents in brand new Cork city centre office developments, and about a quarter those pertaining in new offices in the capital. Among GSOC’s expansion of interest is a Protected Disclosures Unit, and its overall caseload nationally continues to grow,

No 2018 activity figures for GSOC are yet released, but in 2017 it had a 10% rise to 1,949 complaints received, spanning 4,459 allegations, including referrals in relation to fatalities. Among the more common complaints related to claims of abuse of authority, neglect of duty, discourtesy, and non-fatal offences.
