Tánaiste Joan Burton has confirmed that a referendum on repealing the 8th amendment of the Constitution will be in Labour's manifesto going into the next general election.
The party leader says they are consulting with medical and legal experts on the issue.
She said it will be on their platform when they are preparing to go to the people, in a vote which she still expects will be at the end of the current Coalition's term in office.
It is an issue likely to lead to clashes betwene the government parties - Enda Kenny has said Fine Gael will not commit to a referendum in its election manifesto.
The 8th amendment protects the rights of the unborn and prevents abortions in cases of fatal foetal abnormalities.
