Property, carbon taxes recommended in report

The Commission on Taxation has published its 550-page report which makes 230 recommendations on how Ireland's public finances can be stabilised.

They include the introduction of an annual property tax - as soon as possible - on all residential property excluding social and local authority housing.

A carbon tax is also being recommended and the Commission said the current high and low income tax rates should be replaced with a new three-rate system.

It also says rules on residency and tax exemption should be strengthened and subject to additional tests and criteria.
