There are up to 1,000 vacant beds available in nursing homes this winter.
Nursing Homes Ireland says these have been offered to the HSE to alleviate hospital overcrowding but they haven't been included in the planning process.
NHI is calling for funding to allow suitable people to be discharged from emergency departments and placed in nursing homes instead.
CEO Tadhg Daly says any partnership must be based on mutual respect: "I can tell you now that there will be a difficulty in January of next year, when the peak of the winter crisis hits.
"What we need to do is plan appropriately for that, budget for that and make sure that they engage with our members of the NHI on the basis of a partnership approach and make sure they pay the appropriate fee for what is high quality, 24 hour, residential care in local community."
