The Finance Minister Michael Noonan says the top-ups controversy at the Central Remedial Clinic is "unacceptable".
Last week, the CRC admitted that money raised as part of charitable donations was given to executives to top-up their salaries, taking them over and above the Department of Health's pay scales.
Minister Noonan says the pay rules must be adhered to.
He also said how the Government reacts to the controversy is now a matter for the Department of Health, saying: "It's unacceptable really, that's why we are saying the pay guidelines have to be adhered to.
"We're in December now, so what that means is that from next year they'll have to obey the Government pay caps.
"The executive function in that respect is the Department of Health in the first instance through the HSE."
